Фермер, деятель аграрного движения, публицист, стоявший у истоков движения грейнджеров [Granger movement] 70-х гг. XIX в. Уроженец Бостона Келли купил в 1849 землю в пограничном районе Миннесоты и работал на ней до 1864, когда связал свою деятельность с Бюро сельского хозяйства США [U.S. Bureau of Agriculture]. По заданию ведомства путешествовал по регионам страны и готовил доклады о состоянии сельского хозяйства. В этот период у него зародилась идея создания общенациональной фермерской организации. В 1867 Келли вместе с группой фермеров создал Национальную ложу покровителей сельского хозяйства [National Grange of the Patrons of Husbandry] и был ее секретарем до 1878. Автор книги "Происхождение и развитие Ордена покровителей сельского хозяйства" ["Origin and Progress of the Order of the Patrons of Husbandry"] (1875).
